Use this invoice only after confirming the supplier is unregistered and not required to register for the relevant supply. The tool deliberately blocks export actions until that confirmation is made.

Run both C$30,000 tests

The ordinary test covers one calendar quarter and the previous four consecutive completed calendar quarters. It uses relevant worldwide taxable supplies, including zero-rated supplies, and applicable associates.

Rule out mandatory exceptions

Taxi and commercial ride-sharing activities and certain other situations can require registration despite ordinary small-supplier status. Québec also has QST-specific categories.

Review the actual supply

A foreign client, a payment currency, or a zero tax line does not decide taxability, zero-rating, place of supply, or provincial sales-tax duties.

Practical invoice structure

The template keeps ordinary billing facts separate from tax status.

It provides space for the supplier and customer, a unique invoice reference, dates, descriptions, quantities, prices, currency, payment terms, and a plain no-tax note. Client contracts, procurement portals, regulated sectors, and provincial rules may require more.

Five boundaries worth keeping visible.

Is a “small supplier” note legally required on every invoice?

The cited agency pages do not prescribe one universal wording for every ordinary unregistered supplier. The note is an optional operational explanation for the customer; it is not proof of status.

Does making less than C$30,000 in a calendar year settle the question?

No. The ordinary rule uses a single-calendar-quarter test and a previous-four-consecutive-calendar-quarter test, with relevant worldwide taxable supplies and applicable associates.

Can a voluntarily registered small supplier use this template?

Not for an ordinary taxable supply on which GST/HST applies. A voluntary registrant generally has charging, collection, remittance, and filing duties. Zero-rated or special supplies need their own treatment.

Does this decide QST, PST, or RST?

No. The federal option decides none of those taxes. The Québec option is only for a supplier confirmed unregistered and not required to register under both the GST/HST and QST files.

What should I do when the threshold is close or crossed?

Stop treating the no-tax note as settled. Re-run both threshold tests, identify the crossing supply and date, use the registration-timing calculator, and confirm uncertain facts with the agency or a qualified adviser.
